November 29th 2009 - In the debate on Information Clearing House (ICH) and other web sites, some interesting points concerning Internet censorship and the question 'What is totalitarianism' as written about by Michael Kleen, a couple of points were made. The story to start with, was this:
November 27, 2009 - STR - November 12, 2009 - If the United States came under the control of a totalitarian regime, would we recognize it? This question is of utmost importance today, when many of us harbor fears that some time in the near future ideas such as freedom, liberty, and privacy will be alien to our society. But as we witness the regular passage of legislation designed to restrict and regulate, and the tendency of the Federal government to increase rather than decrease its power (with a handful of exceptions), we are struck by the uninterrupted routine of life in the USA . As the central government brings more and more of private society under its control, we continue to watch cable TV, shop at supermarkets overflowing with products, and eat at our favorite restaurants. Could it be that we have already passed that dreaded threshold and missed it?
The trouble with diagnosing our condition is that most people are unaware of what totalitarianism actually is. Among even the most politically astute, there is little mental room for the possibility that a state in the process of becoming totalitarian might lack the most brutal and outward signs of oppressive regimes portrayed in popular culture. Because of our rather simplistic frame of reference—picture black and white images of National Socialist Germany or the Soviet Union —we recognize a country as either being in the advanced stages of totalitarianism or not at all. CENSORSHIP IS LIKE CANCER
This censorship on Internet is like a cancer, it's an emerging global trend. The so called 'governments' - the collaborators of the global criminal cartel - within the sphere of interest (pun intended) of the US/UK/NATO and israeli mercenaries war machine, see what's left of the freedom of speech on Internet as a dangerous power. That's why they want to curb it too. Like all other human rights.
Concerning this censorship, starting with China: "IT companies may be relieved that the Green Dam regulation has been halted but there are concerns that the respite is temporary. Rebecca MacKinnon, a founding member of GNI (Global Network Initiative) cautions that "it would be naïve to think that scrapping the Green Dam mandate means the end of headaches for computer- and device-makers world-wide". MacKinnon, an assistant professor of journalism at the University of Hong Kong, is writing a book about China and the internet.
"More and more governments — including democracies like Britain, Australia and Germany — are trying to control public behaviour online, especially by exerting pressure on internet service providers (ISPs). Green Dam has only exposed the next frontier in these efforts: the personal computer," she writes in an article, The Green Dam phenomenon, published in the Wall Street Journal on 18 June.
The German Parliament on 18 June passed a bill requiring the police to maintain a list of websites accused of containing child pornography. The list will be distributed to German ISPs, which will be required to restrict access to these websites. "In a petition against the bill, German civil liberties groups call it un-transparent and uncontrollable, since the block lists cannot be inspected, nor are the criteria for putting a [website] on the list properly defined," MacKinnon says.
"These concerns aren't unfounded: Some German politicians have already suggested extending the block list to Islamist [websites], video games and gambling [websites], while book publishers have suggested it would also be nice to block file-sharing sites too."
The British and Australian governments have also adopted mandatory filtering policies in recent years, aimed at blocking children's access to potentially harmful content. While the intention is good, critics are worried that the block lists may not be done in a transparent and accountable way, and may be done in the absence of a clear appeal process." - [end excerpt]

'THE NEW TOTALITARIANS' AND FULL SPECTRUM CONTROL
And, of course also the US has turned into a totalitarian and police state. It's all part of the long-term planning. Look at the Patriot and other 'acts': not a shred of freedom is left, and the people are not informed about the different facets either. They don't hear the sound of 'Nearer to you, my God' either. The US Titanic stays on this godforsaken course.
It reminded me of something similar, and some other real confrontations with totalitarian states, within the criminal cartel's global corporation too. Just before I decided to leave for Chile in 1971 - by Pinochet and the CIA on 11 September 1973 turned into a totalitarian state too - in 1969 and 1970 we tried to have a book published by Roland Huntford, the Stockholm correspondent of The Observer about Sweden.
Roland Huntford in his book gave many examples that Sweden was not so much anymore going 'The Middle Way,' as was written in a book by Marquis Childs, an American journalist, chronicling his research on the reform policies of the Swedish Social Democratic Party based on his visits to the country as a reporter. Because Roland Huntford, who lived there, was explaining how Sweden was turning into a state for - as the title of the book also was: 'The New Totalitarians.'
Certainly: the rest of the social services in Sweden were many times better and more humane than ever in the US for instance, but already at that time it showed to be impossible to have Huntford's book printed in Sweden. Nobody dared to... And that's totalitarian.

There is some speculation that the incident was caused to protest to the agency's new role of intercepting and monitoring Internet traffic passing through Sweden.
Forsvarets Radioanstalt (FRA) is an intelligence agency of the Swedish government, subordinated to the country's Ministry of Defence. It was official established in 1942 and its primary role was radio signal interception and monitoring. In June 2008, the Swedish Parliament passed anti-terrorism legislation allowing FRA to coduct warrantless wiretapping of telephone and Internet communications that crosses Swedish borders. This includes all international Internet traffic that passes through Sweden, such as Russia's. The law went into effect at the beginning of January but the actual monitoring started last month.
The DoS attack on FRA's website began on Monday evening and according to a report from the Pingdom uptime monitoring service, extended well into Tuesday and Wednesday. This type of attack involves overloading a server with bogus requests until it is unable to process legit ones.
The total downtime suffered was of almost 29 hours, but according to an official announcement (in Swedish), it did not affect the agency's work. "FRA has good protection for its operations, since they are physically detached from the Internet at the authority," Jan Donner, FRA's director of information security, explained (rough translation from Swedish).
It is worth noting that FRA is not the only Swedish authority to be attacked in this way in recent times. Last week, the website of the Swedish police forces was the target of a similar denial of service attack, launched from compromised hosts in China and the United States.

While many Americans feast on turkey and all the fixings today, a new study finds food waste per person has shot up 50 percent since 1974. Some 1,400 calories worth of food is discarded per person each day, which adds up to 150 trillion calories a year.
The study finds that about 40 percent of all the food produced in the United States is tossed out.
Meanwhile, while some have plenty of food to spare, a recent report by the Department of Agriculture finds the number of U.S. homes lacking "food security," meaning their eating habits were disrupted for lack of money, rose from 4.7 million in 2007 to 6.7 million last year.
About 1 billion people worldwide don't have enough to eat, according to the World Food Program.
Growing problem
The new estimate of food waste, published in the journal PLoS ONE, is a relatively straightforward calculation: It's the difference between the U.S. food supply and what's actually eaten, which was estimated by using a model of human metabolism and known body weights.
The result, from Kevin Hall and colleagues at the National Institute of Diabetes and Digestive and Kidney Diseases, is about 25 percent higher than similar estimates made in recent years.
Last year, an international group estimated that up to 30 percent of food — worth about $48.3 billion — is wasted each year in the United States. That report concluded that despite food shortages in many countries, plenty of food is available to feed the world, it just doesn't get where it needs to go.
Previous calculations were typically based on interviews with people and inspections of garbage, which Hall's team figures underestimates the waste.
Related problems
ScienceNOW, an online publication of the American Association for the Advancement of Science, reports that food waste occurs at the manufacturing level and in distribution, but more than half is wasted by consumers, according to a separate study earlier this year by Jeffery Sobal, a sociologist at Cornell University.
Meanwhile, Hall and colleagues say a related and growing problem, obesity, may be fueled by the increased availability of food in this country and the incessant marketing of it. All that extra food is bad for the environment, too.
Addressing the oversupply of food in the United States "could help curb to the obesity epidemic as well as reduce food waste, which would have profound consequences for the environment and natural resources," the scientists write. Thanksgiving? Hunger in America: Half of US Kids on Food Stamps
ChattahBox - November 3, 2009 - A new study finds that nearly half of all American children will need to use the federal food stamp program to eat at some point in their childhood, with the number much higher for African American children, at a startling 90 percent. And the current recession with persistently high unemployment rates, will cause the numbers of children on food stamps to rise even higher, say researchers.
The researchers, Mark R. Rank, PhD of the George Warren Brown School of Social Work, Washington University, St Louis, Missouri and Thomas A. Hirschl, PhD of the Department of Development Sociology, Cornell University, Ithaca, New York used thirty years of longitudinal data from the Panel Study of Income Dynamics survey.
The study concluded that:
“American children are at a high risk of encountering a spell during which their families are in poverty and food insecure as indicated through their use of food stamps. Such events have the potential to seriously jeopardize a child’s overall health.”
The alarming results showed that between the ages of 1 to 20 years, nearly half (49.2%) of all U.S. children will live in a household that receives food stamps. Broken down by race, 37 percent of white children use food stamps, compared to a whopping 90 percent of black children.
The high numbers of American youngsters experiencing food insecurity reveal the hidden face of childhood hunger in our country. Children from all walks of life, may need to resort to food stamps to eat at some point in their lives.
“Your neighbor may be using some of these programs but it’s not the kind of thing people want to talk about,” Dr. Rank said. “This is a real danger sign that we as a society need to do a lot more to protect children,” Rank added.
For a family of four to be eligible for food stamps, their annual take-home pay can’t exceed about $22,000.
James Weill, president of Food Research and Action Center, a Washington-based advocacy group, said it best:
“What I hope comes out of this study is an understanding that food stamp beneficiaries aren’t them - they’re us.”

Al-Jazeerah, February 17, 2007 - While world capitalists spend trillions of dollars on their wanton wars, hunger kills 18,000 children everyday, as reported by UN officials below.
These are not children dying only in poor areas in the world, but they are children dying as a result of wars launched on their countries by the world imperialist powers.
On top of these children come those of Palestine, who have been under an Israeli-US-EU financial embargo for more than a year now, for no reason other than their parents exercising their political democratic rights. Their sin was voting for Hamas. They have been punished because of expressing their desire to get rid of the brutal Israeli occupation of their homeland.
Iraqi children have been killed since the US-Led NATO embargo (1990-2003), which resulted in killing more than half a million Iraqi children in the 1990s. The US Secretary of State, Mad Albright, then uttered her infamous announcement that killing them was "worth it." Their plight did not end by the US invasion and occupation of Iraq in 2003. More than 650,000 Iraqi civilians were killed by the end of 2006. Most of them were children, women, elders, and innocent civilian men.
In Darfur, suddenly rebel groups emerged when oil and uranium reserves became well-known. These rebel groups have been well supplied with weapons to fight for independence from Sudan. You can guess who is funding them. Again, Darfur children have been victims of this oil-uranium war, just like their fellow Sudanese in the South in the past.
Afghani children have been suffering continuously since the US encouraged Afghanis to fight the Soviet invasion in 1979. The war devastated the economy and resulted in a failing state. When finally, the Soviets left in mid-1980s, the US left the Afghanis alone fighting a devastating civil war, which destroyed what was left of the countries institutions. Finally, since the 2001 US invasion and occupation of Afghanistan, and despite hundreds of billions of dollars spent on the war, Afghanis have not seen improvement in their life, including those related to children.
A frequent NATO media propaganda has been expressing intentions for reconstruction, after defeating the Taliban resistance movement!
Then, all over the world, pockets of poverty have been centers of starvation and suffering for children. Wealthy northern hemisphere nations have been spending trillions of dollars on their military spending and wars in the poor southern hemisphere.
Dreams of humanity for peace after World War II have evaporated when US-Led NATO countries have marginalized the UN by starting a neo-imperialist era. Wars and invasions have replaced cooperation and dreams for a better future for humanity.
The capitalist-war curse has not only impacted the poor in the world. It has been sinking the US deep in national debt, which has reached $8.9 trillion. The Bush administration alone has added more than $3 trillion to the US national debt, basically on its wars in the Middle East and around the world.

"The little girl in Malawi who's fed, and goes to school: 50 percent less likely to be HIV-positive, 50 percent less likely to give birth to a low birth weight baby," he said in an interview Friday. "Everything about her life changes for the better and it's the most important, significant, humanitarian, political, or economic investment the world can make in its future."
Morris, an American businessman and former president the Indianapolis-based Lilly Endowment, one of the largest charitable organizations in the U.S., is stepping down as executive director of the Rome-based World Food Program in April after five years of leading the world's largest humanitarian organization.
He said that while the percentage of people who are hungry and malnourished has decreased from a fifth of the world's population to a sixth of the population, the actual number of hungry people is growing by about 5 million people a year because of the rising population.
"Today 850 million people are hungry and malnourished. Over half of them are children. 18,000 children die every single day because of hunger and malnutrition," Morris said. "This is a shameful fact - a terrible indictment of the world in 2007, and it's an issue that needs to be solved."
Morris said the largest number of malnourished children are in India - more than 100 million - followed by nearly 40 million in China.
"I'm very optimistic that India and China are very focused on this issue," he said. "They're making great progress - (but) need to do more. (It) needs to be a top priority."
Elsewhere, there are probably 100 million hungry children in the rest of Asia, another 100 million in Africa where countries have fewer resources to help, and 30 million in Latin America, he said.
As Morris prepares to leave his post, he said the two issues of greatest concern are the increasing number of impoverished people and the "very significant, growing number of natural disasters around the world."
According to the World Bank, natural disasters have increased fourfold over the last 30 years, he said. That means several billion people need instant help over the course of a decade because of disasters such as the tsunami, the Pakistan earthquake, or drought in southern Africa.
The response to these disasters and conflicts such as in Sudan's Darfur region and Lebanon has meant that most development aid has been used to save lives - not to help communities prevent disasters and promote development through agricultural programs, education for children and water conservation, Morris said.
The agency's biggest operation today is in Darfur, where violence and security are major problems and 2.5 million people have fled their homes and now live in camps.
"Our convoys are attacked almost daily. We had a truck driver killed there at the end of last year. Our convoys coming through Chad from Libya are always at risk. When the African Union troops were there, that was very helpful. The U.N. troops will be even more helpful," Morris said.
He was referring to a plan for an AU-U.N. force to be deployed in Darfur, which is awaiting approval from Sudanese President Omar al-Bashir.

The researchers, Mark R. Rank, PhD of the George Warren Brown School of Social Work, Washington University, St Louis, Missouri and Thomas A. Hirschl, PhD of the Department of Development Sociology, Cornell University, Ithaca, New York used thirty years of longitudinal data from the Panel Study of Income Dynamics survey.
The study concluded that:
“American children are at a high risk of encountering a spell during which their families are in poverty and food insecure as indicated through their use of food stamps. Such events have the potential to seriously jeopardize a child’s overall health.”
The alarming results showed that between the ages of 1 to 20 years, nearly half (49.2%) of all U.S. children will live in a household that receives food stamps. Broken down by race, 37 percent of white children use food stamps, compared to a whopping 90 percent of black children.
The high numbers of American youngsters experiencing food insecurity reveal the hidden face of childhood hunger in our country. Children from all walks of life, may need to resort to food stamps to eat at some point in their lives.
“Your neighbor may be using some of these programs but it’s not the kind of thing people want to talk about,” Dr. Rank said. “This is a real danger sign that we as a society need to do a lot more to protect children,” Rank added.
For a family of four to be eligible for food stamps, their annual take-home pay can’t exceed about $22,000.
James Weill, president of Food Research and Action Center, a Washington-based advocacy group, said it best:
“What I hope comes out of this study is an understanding that food stamp beneficiaries aren’t them - they’re us.”

Al-Jazeerah, February 17, 2007 - While world capitalists spend trillions of dollars on their wanton wars, hunger kills 18,000 children everyday, as reported by UN officials below.
These are not children dying only in poor areas in the world, but they are children dying as a result of wars launched on their countries by the world imperialist powers.
On top of these children come those of Palestine, who have been under an Israeli-US-EU financial embargo for more than a year now, for no reason other than their parents exercising their political democratic rights. Their sin was voting for Hamas. They have been punished because of expressing their desire to get rid of the brutal Israeli occupation of their homeland.
Iraqi children have been killed since the US-Led NATO embargo (1990-2003), which resulted in killing more than half a million Iraqi children in the 1990s. The US Secretary of State, Mad Albright, then uttered her infamous announcement that killing them was "worth it." Their plight did not end by the US invasion and occupation of Iraq in 2003. More than 650,000 Iraqi civilians were killed by the end of 2006. Most of them were children, women, elders, and innocent civilian men.
In Darfur, suddenly rebel groups emerged when oil and uranium reserves became well-known. These rebel groups have been well supplied with weapons to fight for independence from Sudan. You can guess who is funding them. Again, Darfur children have been victims of this oil-uranium war, just like their fellow Sudanese in the South in the past.
Afghani children have been suffering continuously since the US encouraged Afghanis to fight the Soviet invasion in 1979. The war devastated the economy and resulted in a failing state. When finally, the Soviets left in mid-1980s, the US left the Afghanis alone fighting a devastating civil war, which destroyed what was left of the countries institutions. Finally, since the 2001 US invasion and occupation of Afghanistan, and despite hundreds of billions of dollars spent on the war, Afghanis have not seen improvement in their life, including those related to children.
A frequent NATO media propaganda has been expressing intentions for reconstruction, after defeating the Taliban resistance movement!
Then, all over the world, pockets of poverty have been centers of starvation and suffering for children. Wealthy northern hemisphere nations have been spending trillions of dollars on their military spending and wars in the poor southern hemisphere.
Dreams of humanity for peace after World War II have evaporated when US-Led NATO countries have marginalized the UN by starting a neo-imperialist era. Wars and invasions have replaced cooperation and dreams for a better future for humanity.
The capitalist-war curse has not only impacted the poor in the world. It has been sinking the US deep in national debt, which has reached $8.9 trillion. The Bush administration alone has added more than $3 trillion to the US national debt, basically on its wars in the Middle East and around the world.
If not addressed, by stopping US wars and closing all US military bases abroad, the sky-rocketing US national debt will destroy the US economy. The, God forbid, American children will be suffering like children in other continents.

In addition, as published in the June 25, 2009 Federal Register, she granted legal immunity to the manufacturers of the future swine flu vaccines and any adjuvants they contain.
With this regulation in place, pharmaceutical firms have no financial incentive to make the safest product. Even more, the less they know about any safety problems the products may pose, the better they protect themselves. VACCINES AS A 'LOSS LEADER'
July 9, 2008 - Positioned as a loss leader, vaccines appear to be the economic drivers of both the medical and the pharmaceutical industry. A loss leader is a business technique in which a less-expensive product is sold or given away for the sake of offering another product at a greater profit. This common practice is utilized to introduce new customers to a product, to build a new customer base and/or to secure future recurring revenue.
Using a loss leader is more than just a nifty business trick - it can be a very successful economic strategy when executed properly. The classic example of a loss leader is the sale of razor blades. Companies like Gillette essentially give their razor units away for free, knowing that customers will buy their replacement blades, where the company makes all of its profit, for as long as they use the razor.
Vaccines play a similar role for the drug companies. The cost of a vaccine is relatively inexpensive compared to the billions of dollars spent on medical interventions, medications - and even more vaccines - dispensed as a result of a vaccination side effect.
Vaccination is promoted by an industry that capitalizes on fear and the perceived necessity of the procedure has become multi-generationally entrenched. We have been programmed by the medical community and the media to believe that everyone - children and adults - will become sick, and likely die, unless they are vaccinated.
Vaccines are the bedrock of expanded illnesses, skyrocketing medical costs and exponential drug sales. But it is more than individual vaccines that are cause for concern.
THE COCKTAIL VACCINES INJECTIONS
Parents are becoming wary of the many needles being jabbed into their precious babies at the tender age of two, four and six months. In response, the drug companies are combining several vaccines into a single injection. Comvax (hepatitis B and HiB), ProQuad (MMR and chickenpox), Pediarix (DTaP, polio and hepatitis B) and two newly approved vaccines, Kinrix (DTaP and polio) and Pentacel (DTaP, polio and HiB) have been developed. Parents are deceived into believing that the combination shots are fewer vaccines; they are not: The number of jabs is reduced, but the number of antigen doses remains the same.
A significant problem with the combo shots is that, in the event of an adverse reaction, there is no way to determine which component caused the problem. This eliminates the ability to refuse additional doses of a particular vaccine. The ability to make a claim with the Vaccine Injury Compensation program is likewise negated.
TEENAGERS ARE THE NEW TARGET MARKET FOR THE VACCINE INDUSTRY.
For adults who believe the days of deciding about vaccines are over because their children are now teenagers, think again: Teenagers are the new target market for the vaccine industry. Boosters are being recommended for vaccines given before five years of age and the new teen vaccines, Gardasil (for cervical cancer) and Menactra (for college-type meningitis), are being heavily marketed by doctors and the media.
The additional vaccines add substantially to the total number of vaccine antigen. If little girls receive all doses of all recommended vaccines, they will have received 156 vaccine antigens and about 45 shots by middle school. Boys, not yet approved for Gardasil, receive slightly fewer: only 144 vaccine antigens and about 42 shots.
Many more vaccines in the pipeline will put teens and adults in the industry crosshairs. In 2007, adult-teen vaccine sales overtook pediatric sales, the first time ever, accounting for 50.6% of all revenues. This development has been attributed to robust sales of influenza vaccines and the success of Merck’s advertising to promote Gardasil for the HPV virus. Gardasil alone posted $1.5 billion in sales in 2007.[6]

In addition to driving revenues as a loss leader, the newer vaccines are driving revenues through direct sales of expensive vaccines. According to Genetic Engineering & Biotechnology News,[7] In 2007, the world market for preventive vaccines totaled $16.3 billion, up more than 38%, from $11.7 billion, in 2006.
The market is predicted to increase at a compound annual rate of 13.1% during 2008. This growth rate is unheard of in other drug categories, especially since this is expected to be a challenging year for the pharmaceutical industry. Few other drug categories will see as many new product introductions and such public-policy attention.
In 2007, global sales of pediatric vaccines exceeded $8.0 billion, an increase of 25.2% over 2006 sales of $6.3 billion. This high growth was due in part to continued heavy gains of Wyeth’s pneumococcal vaccine, Prevnar, as well as the introduction of Merck’s, RotaTeq….This will result in an overall market expansion of 14.2% per year from 2008 to 2013, with total sales reaching $18.8 billion at the end of the forecast period.
Vaccines are promoted as a way to boost the immune system. It only stands to reason that injecting multiple doses of pathogens and measurable amounts of chemicals taxes the immune system instead of enhancing it. I’ve observed in families who have more than one child and have chosen to vaccinate the first, but not subsequent children, the younger siblings seem to come down with fewer infections and are much healthier overall. VACCINES AS A 'LOSS LEADER'

Vaccination is promoted by an industry that capitalizes on fear and the perceived necessity of the procedure has become multi-generationally entrenched. We have been programmed by the medical community and the media to believe that everyone - children and adults - will become sick, and likely die, unless they are vaccinated.
Vaccines are the bedrock of expanded illnesses, skyrocketing medical costs and exponential drug sales. But it is more than individual vaccines that are cause for concern.
THE COCKTAIL VACCINES INJECTIONS
Parents are becoming wary of the many needles being jabbed into their precious babies at the tender age of two, four and six months. In response, the drug companies are combining several vaccines into a single injection. Comvax (hepatitis B and HiB), ProQuad (MMR and chickenpox), Pediarix (DTaP, polio and hepatitis B) and two newly approved vaccines, Kinrix (DTaP and polio) and Pentacel (DTaP, polio and HiB) have been developed. Parents are deceived into believing that the combination shots are fewer vaccines; they are not: The number of jabs is reduced, but the number of antigen doses remains the same.
A significant problem with the combo shots is that, in the event of an adverse reaction, there is no way to determine which component caused the problem. This eliminates the ability to refuse additional doses of a particular vaccine. The ability to make a claim with the Vaccine Injury Compensation program is likewise negated.
TEENAGERS ARE THE NEW TARGET MARKET FOR THE VACCINE INDUSTRY.
For adults who believe the days of deciding about vaccines are over because their children are now teenagers, think again: Teenagers are the new target market for the vaccine industry. Boosters are being recommended for vaccines given before five years of age and the new teen vaccines, Gardasil (for cervical cancer) and Menactra (for college-type meningitis), are being heavily marketed by doctors and the media.
The additional vaccines add substantially to the total number of vaccine antigen. If little girls receive all doses of all recommended vaccines, they will have received 156 vaccine antigens and about 45 shots by middle school. Boys, not yet approved for Gardasil, receive slightly fewer: only 144 vaccine antigens and about 42 shots.
Many more vaccines in the pipeline will put teens and adults in the industry crosshairs. In 2007, adult-teen vaccine sales overtook pediatric sales, the first time ever, accounting for 50.6% of all revenues. This development has been attributed to robust sales of influenza vaccines and the success of Merck’s advertising to promote Gardasil for the HPV virus. Gardasil alone posted $1.5 billion in sales in 2007.[6]

In addition to driving revenues as a loss leader, the newer vaccines are driving revenues through direct sales of expensive vaccines. According to Genetic Engineering & Biotechnology News,[7] In 2007, the world market for preventive vaccines totaled $16.3 billion, up more than 38%, from $11.7 billion, in 2006.
The market is predicted to increase at a compound annual rate of 13.1% during 2008. This growth rate is unheard of in other drug categories, especially since this is expected to be a challenging year for the pharmaceutical industry. Few other drug categories will see as many new product introductions and such public-policy attention.
In 2007, global sales of pediatric vaccines exceeded $8.0 billion, an increase of 25.2% over 2006 sales of $6.3 billion. This high growth was due in part to continued heavy gains of Wyeth’s pneumococcal vaccine, Prevnar, as well as the introduction of Merck’s, RotaTeq….This will result in an overall market expansion of 14.2% per year from 2008 to 2013, with total sales reaching $18.8 billion at the end of the forecast period.
Vaccines are promoted as a way to boost the immune system. Canada Free Press/Online - Vienna - Internationally well-known Swiss personality and ex-UN envoy Jean Ziegler spoke on Wednesday evening of finance capitalism as “an absurd, murderous world order”.
The result was “mountains of gold in the West” and “mountains of corpses” in the South, he said in a lecture in the Vienna Volkstheater presenting his new book “Hatred of the West”.
DYING OF STARVATION IS MURDER
“This evening there is no longer any objective shortage on this planet. Each child dying of starvation is murdered.” The people in the South were up in arms against the world order, said the former UN envoy against hunger, and ex-Swiss parliamentarian.
Ziegler took a look at the West through the eyes of the South. He spoke of a “wounded memory”, and its gradual development to new awareness.
Taking over a thesis by Nobel laureate Elie Wiesel, he explained that if something terrible happened in the life of a person, rationality became paralyzed. Only three or four generations later did the “wounded memory” become political awareness.
For the peoples of the South, the terrible things were slavery and colonial massacres. Slavery was 120 years back, and colonial massacres in Algeria took place in the 1960’s.
Today the “wounded memory” was being transformed into a “historical power of resistance”, and there was “a renaissance of collective identity”, with damands for apologies and restitution.
A new historical force was emerging among the peoples of the South, where more than two-thirds of humanity lived. There was an urge to “break the cannabalistic world order”.
At present, the 500 biggest firms in the world produced 52 percent of the global gross domestic product. In 15 years world trade had increased three times over. But by the end of 2009, 17 million children would have starved to death.
“We’re living under the dictatorship of globalized financial capital, which is seen in the South as the West’s final instrument of oppression.”
Ziegler was fiercely critical of the world neoliberal economic system. The “neoliberal lunacy” had poisoned everyone, even European Social Democracy.
The growing hatred of the West by the poor and dispossessed was not only paralyzing the United Nations, but also blocking international negotiations.
“Only when we understand what traumatizing wounds were left in the collective memory of the peoples by colonialism, slavery and exploitation, linked with arrogance and moral superiority complexes, will we succeed in overcoming the hatred by concrete action”, said Ziegler."

Canada Free Press/Online - Vienna - Internationally well-known Swiss personality and ex-UN envoy Jean Ziegler spoke on Wednesday evening of finance capitalism as “an absurd, murderous world order”.
The result was “mountains of gold in the West” and “mountains of corpses” in the South, he said in a lecture in the Vienna Volkstheater presenting his new book “Hatred of the West”.
DYING OF STARVATION IS MURDER
“This evening there is no longer any objective shortage on this planet. Each child dying of starvation is murdered.” The people in the South were up in arms against the world order, said the former UN envoy against hunger, and ex-Swiss parliamentarian.
Ziegler took a look at the West through the eyes of the South. He spoke of a “wounded memory”, and its gradual development to new awareness.
Taking over a thesis by Nobel laureate Elie Wiesel, he explained that if something terrible happened in the life of a person, rationality became paralyzed. Only three or four generations later did the “wounded memory” become political awareness.
For the peoples of the South, the terrible things were slavery and colonial massacres. Slavery was 120 years back, and colonial massacres in Algeria took place in the 1960’s.
Today the “wounded memory” was being transformed into a “historical power of resistance”, and there was “a renaissance of collective identity”, with damands for apologies and restitution.
A new historical force was emerging among the peoples of the South, where more than two-thirds of humanity lived. There was an urge to “break the cannabalistic world order”.
At present, the 500 biggest firms in the world produced 52 percent of the global gross domestic product. In 15 years world trade had increased three times over. But by the end of 2009, 17 million children would have starved to death.
“We’re living under the dictatorship of globalized financial capital, which is seen in the South as the West’s final instrument of oppression.”
Ziegler was fiercely critical of the world neoliberal economic system. The “neoliberal lunacy” had poisoned everyone, even European Social Democracy.
The growing hatred of the West by the poor and dispossessed was not only paralyzing the United Nations, but also blocking international negotiations.
“Only when we understand what traumatizing wounds were left in the collective memory of the peoples by colonialism, slavery and exploitation, linked with arrogance and moral superiority complexes, will we succeed in overcoming the hatred by concrete action”, said Ziegler."

November 25th 2009 - If you think that the so called 'Ministry of Finance' or similar in your country decides what the 'money' in your wallet - eventually on your bank-account - or the currency in your country is worth: forget it. What value the coins and notes in your wallet represent is since many decades decided by the directors and collaborators of the Rothschild usury empire, the Bank for International Settlements, the BIS, in Basel, Switzerland. That's where 55 'Central Bank' directors from as many countries get their marching orders.
Rothschild's 'Bank for International Settlements' - the BIS in Basel, Switzerland - is our global 'Department of Finances' and the unbridled monetary monster we're confronted with. A monster that has ridden us without most of us knowing and understanding it. Apparently this has been going on for ages, and a majority of humanity must be seen as victims of the BIS usury system.

Sunday, June 28, 1998; Page H01 - Basel, Switzerland - Ten times a year, the financial barons who control the world's supply of money gather here on the bank of the Rhine River for drinks and dinner - and secret conversations that can shape the course of the global economy.
The 13 members of this economic cabal meet on the glass-walled 18th floor of the round headquarters tower of an obscure institution known as the Bank for International Settlements. From their seats at the conference table, they can look across the city and the river to Germany's Black Forest or farther west to French Alps on the horizon.
As they arrive and greet one another by their first names, waiters hover with drinks -- they know each one's favorite. For privacy and candor, no staff members are present, only the principals and occasionally a guest, such as Michel Camdessus, managing director of the International Monetary Fund.
The members of this secretive group are the governors of the central banks of the Group of 10 industrial nations, plus Switzerland. The most powerful voice in the room is the U.S. representative - Federal Reserve Chairman Alan Greenspan or, if he can't attend, Vice Chairman Alice M. Rivlin.
As befits its power, the United States alone has a second seat at the table, occupied by William J. McDonough, president of the New York Federal Reserve Bank. The 13th participant is the BIS's general manager, Andrew Crockett, a former Bank of England official.
This is how global finance does its most sensitive business, in these quiet Sunday-night meetings. The central bankers talk informally - with no agenda other than what is on their minds. The financial intelligence that emerges from these meetings - and perhaps more important, the personal trust - helps keep the international banking system steady in turbulent times, such as the financial crisis that has swept Asia over the past year.
ROOTS IN A WAR
But what, exactly, is the strangely named organization that hosts this secret conclave?
The BIS was established in 1930 to assist in the payments of reparations owed by Germany and other losers in World War I to the victors. Over the years it has become a central bank for central banks. It has also emerged as a clearinghouse for regulators - helping them supervise commercial banks, oversee foreign exchange markets and protect the world financial system.
Topic A on recent Sunday nights, of course, has been the financial crisis in Japan and other Asian nations. The 13 participants have discussed how to ease the Asian crisis and limit its impact on the rest of the world.
The group has focused, in particular, on ensuring that the crisis doesn't threaten the world's intricate system of settling international transactions. A collapse of that payments system, as it's known, is a central banker's ultimate nightmare.
Partly in response to the Asian crisis and partly to broaden its role beyond its European base, the BIS will open a satellite office in Hong Kong on July 10. The following day, the central bank governors will hold a regular monthly dinner outside Basel for the first time - in Tokyo.
If the meeting room in Basel could speak, it would tell a history of global monetary policy. It was at one of the dinners in 1982 that then-Fed chairman Paul A. Volcker twisted arms - one source said "browbeat" - the other governors to come up with money and other actions to help limit the economic damage from that year's default by Mexico and later by other Latin America nations on their governments' debt owed to foreign banks.
Mexico was the topic once again in late 1994 when the United States led a $50 billion bailout that involved money from the IMF, the United States and other countries and, as a backup, $10 billion from the BIS. That was an unusually contentious meeting because European central bank governors, including the powerful head of Germany's Bundesbank, Hans Tietmeyer, opposed the bailout on the grounds that it was unnecessary and a bad precedent.
At one critical dinner, recalls former Fed vice chairman Alan Blinder, "we took a lot of heat about Mexico. We were lucky that Camdessus was there. He was a lightning rod. The others were mad at the United States, but more so at the IMF." In the end, the United States got its way. "By central bank standards, the talk is amazingly frank because there is no audience," said Blinder, now an economics professor at Princeton University. "There is this old cliché about 'full and frank' discussions among diplomats. That means they were stiff and didn't say anything.
In this case, it really is frank. There is no gallery to play to... You know, central bankers cooperate across national borders better than governments do, and I think this is one of the reasons."
Another glimpse of the secretive group comes from E. Gerald Corrigan, a managing director at Goldman Sachs & Co. As president at the New York Fed from 1984 to 1993, Corrigan attended 115 consecutive monthly meetings at the BIS.
With everyone at one table and "no staff, no agenda, no records and no communiqué ... marvelous personal relationships developed," Corrigan recalls. "The consequence of that was that when something went wrong, working with these people was just so easy because of the trust developed by the frequency and the intimacy of the dinners. To me, that's the genius of the organization."
During Corrigan's time, plenty did go wrong -- particularly with the world's banks. The Japanese bubble was expanding toward the bursting point, which eventually sent Japanese banks into a downward spiral from which they still haven't recovered. The U.S. stock market crashed in October 1987, sending shock waves around the world. Foreign exchange crises were so frequent they are now barely remembered. Adding to the disarray was the view of the leading U.S. banker, Citicorp Chairman Walter Wriston, that large banks with diversified portfolios didn't need much capital.
During those raucous years, financial institutions around the world were disregarding what Corrigan calls "prudential standards." The banks were lending like crazy, often in other countries where the bankers didn't understand the risks, and national bank regulators were not cracking down.
With Volcker taking the lead, the Basel Committee on Banking Supervision, a BIS group, began trying to draft a new set of international standards for bank capital -- that is, the amount of reserves institutions must have relative to the amount of loans they have on the books. Corrigan recalls that the Basel Committee wasn't getting anywhere until the Fed and the Bank of England found that they had separately come up with similar approaches.
When the details were announced in January 1986, "instead of everybody getting mad at us, it became a rallying point," Corrigan said. "The next big obstacle was getting the Japanese on board. The big issue there was to what extent the standards would allow the Japanese banks to count their unrealized capital gains on stocks as part of the capital."
An allowance was duly made for the Japanese, and Corrigan said, "I thought at the time it would come back to haunt them." As indeed it has.
What analysts describe as the current "death spiral" of Japanese banks stems partly from the fact that every time the Japanese stock market falls, it reduces the amount of bank capital. That, in turn, makes it harder for Japanese banks to make new loans, which in turn limits economic growth -- plunging the country deeper into economic crisis.
Central bank staffers, too, use the BIS for bonding. As a result of their regular meetings here, senior members of the governors' staffs have developed a network of their own that can be activated in a crisis.
Edwin M. "Ted" Truman, director of the Fed's international finance division, used that network last December, when there was a high risk that major South Korean banks would default on repayment of short-term debt owed to banks in Europe, Japan, Australia and the United States. Truman set up daily conference calls with his counterparts in all the home countries of the lending banks.
In the daily calls, Truman and the other central bank staffers shared information about their lending banks' situations. The exposure of the banks varied greatly, and it was proving difficult to get an agreement that the banks would roll over the loans and extend their maturity. The conversations helped move the negotiations forward, and the rollovers took place in January.
"This is a small illustration of the process," Truman said. "It's a sort of club, I guess ... dealing with people we know."
The BIS also has some formal committees handling arcane banking matters.
Its Committee on Payment and Settlement Systems has been promoting better risk management by banks, better ways to settle transactions involving multiple currencies and better domestic payment systems. The Euro-Currency Standing Committee is studying how to reduce the vulnerability of the world financial system in the wake of the Asian crisis. And the Gold and Foreign Exchange Committee oversees world currency markets and is the only source of data on the size and transactions in that huge market.
Of course, the G-10 governors don't have to come to the BIS to have dinner together. In fact, most years when the IMF and World Bank annual meetings are in Washington in September, there is no monthly meeting here, and Greenspan plays host at the Fed.
A BIGGER BOARD
Historically, the BIS has been essentially a European institution with U.S. participation. In July 1994, however, the governors of the central banks of Canada and Japan were added to its board. More recently, nine additional nations outside Europe -- Brazil, Mexico, Russia, China, Hong Kong, Korea, Singapore, India and Saudi Arabia -- became members, bringing the total to 41.
Almost 100 nations had representatives at the BIS annual meeting earlier this month, including central bankers from member nations and from those that do business with the bank. Similarly, at the monthly meetings, there is a well-attended session Monday afternoon on central banking topics, which is open to any central banker.
Rivlin, the Fed vice chairman, says those wider afternoon sessions are valuable. "They are interesting," she said, "and I learn a lot."
During the annual meeting this month, Julian Francis, the governor of the central bank of the Bahamas, said his institution -- like many others from smaller nations -- relies on the BIS for technical assistance in banking supervision, payments and settlements, and banking technology.
The BIS has also helped in training some of his bank's employees. "We find it very useful," Francis said.
As a bank, the BIS has deposits of about $112 billion, some of which is in gold. The funds are invested with commercial banks and in securities, but central bank depositors can withdraw them at any time. Smaller central banks use the BIS both as a convenient way to invest their reserves and to keep secret the way in which the are managing the money. Even the Fed has some reserves on deposit here. Last year the BIS made roughly $500 million on its banking activities.
In some cases, BIS officials take great pains to make sure that orders to pay money out of the accounts of central banks in countries run by corrupt governments are related to the central bank's activities, rather than just the needs of some powerful official moving cash into his own secret account.
All but 16 percent of the BIS shares are owned by its member central banks. The remainder are in private hands, as the result of the United States's failure in 1930 to pay for its shares; they were instead acquired by a group of American banks, which later sold them, mostly to individuals in Europe. Some of the French and Belgian shares went the same way.
Even though the United States was included in the BIS from the beginning, the Fed's two seats on the board weren't filled until four years ago.
Initially the United States objected to the BIS mission of facilitating payment of German reparations. At the peace conference that followed World War I, the United States ha opposed such payments.
At various points between 1930 and 1994, U.S. officials considered taking the board seats but a number of problems arose -- such as the BIS membership of some communist nations in Eastern Europe -- though not Russia, which has never been a member -- and South Africa. With the end of the Cold War and of apartheid in South Africa, those barriers were gone.
GREENSPAN
"The BIS ... is now too valuable to the Federal Reserve in carrying out its statutory responsibilities for the [Fed] not to be a full participant in BIS institutional deliberations," Greenspan told Congress in explaining why the United States was finally joining the BIS board.
TWO BIG ISSUES
For the BIS staff, two big technical issues lie ahead:
The first is how to deal with the advent of the European Central Bank, which will open its doors this week as part of the creation of the Euro to replace the currencies of 11 European countries. The ECB will take over virtually all of the monetary policy responsibilities of the Bank of France, the Bundesbank and their counterparts, though not those of the Bank of England, which is not adopting the Euro immediately. Obviously, the head of the ECB, Willem F. Duisenberg,* former head of the Dutch central bank, will be added to the Sunday dinner list. But what of the others, whose power will have been greatly diminished?
The second issue is whether to keep expanding BIS membership by including such nations as Malaysia, Argentina, Indonesia and Thailand -- and in the process expand the bank's role in developing nations.
Meanwhile, BIS chief Crockett hopes to make this city on the Rhine the center of information, advice and cooperation on international financial supervision. The secretariat of the Basel Committee on Banking Supervision is here, as is the headquarters of the International Association of Insurance Supervisors. Crockett is hoping to persuade the organization of investment bank supervisors, which is located in Montreal, to move as well.
The BIS set up shop in Basel originally in 1930 because it was about a day's train ride for the European central bankers. Now the institution has to decide just how far it will travel from its Swiss home to fulfill it: role as guardian of global finance.
President Abraham Lincoln warned us of these dangerous International bankers when he said "The money power preys upon the nation in times of peace & conspires against it in times of war. It is more despotic than monarchy, more insolent than autocracy, more selfish than bureaucracy. It denounces, as public enemies, all who even question its methods or throw light upon its crimes. Sunday, June 28, 1998; Page H01 - Basel, Switzerland - Ten times a year, the financial barons who control the world's supply of money gather here on the bank of the Rhine River for drinks and dinner - and secret conversations that can shape the course of the global economy.
The 13 members of this economic cabal meet on the glass-walled 18th floor of the round headquarters tower of an obscure institution known as the Bank for International Settlements. From their seats at the conference table, they can look across the city and the river to Germany's Black Forest or farther west to French Alps on the horizon.
As they arrive and greet one another by their first names, waiters hover with drinks -- they know each one's favorite. For privacy and candor, no staff members are present, only the principals and occasionally a guest, such as Michel Camdessus, managing director of the International Monetary Fund.
The members of this secretive group are the governors of the central banks of the Group of 10 industrial nations, plus Switzerland. The most powerful voice in the room is the U.S. representative - Federal Reserve Chairman Alan Greenspan or, if he can't attend, Vice Chairman Alice M. Rivlin.
As befits its power, the United States alone has a second seat at the table, occupied by William J. McDonough, president of the New York Federal Reserve Bank. The 13th participant is the BIS's general manager, Andrew Crockett, a former Bank of England official.
This is how global finance does its most sensitive business, in these quiet Sunday-night meetings. The central bankers talk informally - with no agenda other than what is on their minds. The financial intelligence that emerges from these meetings - and perhaps more important, the personal trust - helps keep the international banking system steady in turbulent times, such as the financial crisis that has swept Asia over the past year.
ROOTS IN A WAR
But what, exactly, is the strangely named organization that hosts this secret conclave?
The BIS was established in 1930 to assist in the payments of reparations owed by Germany and other losers in World War I to the victors. Over the years it has become a central bank for central banks. It has also emerged as a clearinghouse for regulators - helping them supervise commercial banks, oversee foreign exchange markets and protect the world financial system.
Topic A on recent Sunday nights, of course, has been the financial crisis in Japan and other Asian nations. The 13 participants have discussed how to ease the Asian crisis and limit its impact on the rest of the world.
The group has focused, in particular, on ensuring that the crisis doesn't threaten the world's intricate system of settling international transactions. A collapse of that payments system, as it's known, is a central banker's ultimate nightmare.
Partly in response to the Asian crisis and partly to broaden its role beyond its European base, the BIS will open a satellite office in Hong Kong on July 10. The following day, the central bank governors will hold a regular monthly dinner outside Basel for the first time - in Tokyo.
If the meeting room in Basel could speak, it would tell a history of global monetary policy. It was at one of the dinners in 1982 that then-Fed chairman Paul A. Volcker twisted arms - one source said "browbeat" - the other governors to come up with money and other actions to help limit the economic damage from that year's default by Mexico and later by other Latin America nations on their governments' debt owed to foreign banks.
Mexico was the topic once again in late 1994 when the United States led a $50 billion bailout that involved money from the IMF, the United States and other countries and, as a backup, $10 billion from the BIS. That was an unusually contentious meeting because European central bank governors, including the powerful head of Germany's Bundesbank, Hans Tietmeyer, opposed the bailout on the grounds that it was unnecessary and a bad precedent.
At one critical dinner, recalls former Fed vice chairman Alan Blinder, "we took a lot of heat about Mexico. We were lucky that Camdessus was there. He was a lightning rod. The others were mad at the United States, but more so at the IMF." In the end, the United States got its way. "By central bank standards, the talk is amazingly frank because there is no audience," said Blinder, now an economics professor at Princeton University. "There is this old cliché about 'full and frank' discussions among diplomats. That means they were stiff and didn't say anything.
In this case, it really is frank. There is no gallery to play to... You know, central bankers cooperate across national borders better than governments do, and I think this is one of the reasons."
Another glimpse of the secretive group comes from E. Gerald Corrigan, a managing director at Goldman Sachs & Co. As president at the New York Fed from 1984 to 1993, Corrigan attended 115 consecutive monthly meetings at the BIS.
With everyone at one table and "no staff, no agenda, no records and no communiqué ... marvelous personal relationships developed," Corrigan recalls. "The consequence of that was that when something went wrong, working with these people was just so easy because of the trust developed by the frequency and the intimacy of the dinners. To me, that's the genius of the organization."
During Corrigan's time, plenty did go wrong -- particularly with the world's banks. The Japanese bubble was expanding toward the bursting point, which eventually sent Japanese banks into a downward spiral from which they still haven't recovered. The U.S. stock market crashed in October 1987, sending shock waves around the world. Foreign exchange crises were so frequent they are now barely remembered. Adding to the disarray was the view of the leading U.S. banker, Citicorp Chairman Walter Wriston, that large banks with diversified portfolios didn't need much capital.
During those raucous years, financial institutions around the world were disregarding what Corrigan calls "prudential standards." The banks were lending like crazy, often in other countries where the bankers didn't understand the risks, and national bank regulators were not cracking down.
With Volcker taking the lead, the Basel Committee on Banking Supervision, a BIS group, began trying to draft a new set of international standards for bank capital -- that is, the amount of reserves institutions must have relative to the amount of loans they have on the books. Corrigan recalls that the Basel Committee wasn't getting anywhere until the Fed and the Bank of England found that they had separately come up with similar approaches.
When the details were announced in January 1986, "instead of everybody getting mad at us, it became a rallying point," Corrigan said. "The next big obstacle was getting the Japanese on board. The big issue there was to what extent the standards would allow the Japanese banks to count their unrealized capital gains on stocks as part of the capital."
An allowance was duly made for the Japanese, and Corrigan said, "I thought at the time it would come back to haunt them." As indeed it has.
What analysts describe as the current "death spiral" of Japanese banks stems partly from the fact that every time the Japanese stock market falls, it reduces the amount of bank capital. That, in turn, makes it harder for Japanese banks to make new loans, which in turn limits economic growth -- plunging the country deeper into economic crisis.
Central bank staffers, too, use the BIS for bonding. As a result of their regular meetings here, senior members of the governors' staffs have developed a network of their own that can be activated in a crisis.
Edwin M. "Ted" Truman, director of the Fed's international finance division, used that network last December, when there was a high risk that major South Korean banks would default on repayment of short-term debt owed to banks in Europe, Japan, Australia and the United States. Truman set up daily conference calls with his counterparts in all the home countries of the lending banks.
In the daily calls, Truman and the other central bank staffers shared information about their lending banks' situations. The exposure of the banks varied greatly, and it was proving difficult to get an agreement that the banks would roll over the loans and extend their maturity. The conversations helped move the negotiations forward, and the rollovers took place in January.
"This is a small illustration of the process," Truman said. "It's a sort of club, I guess ... dealing with people we know."
The BIS also has some formal committees handling arcane banking matters.
Its Committee on Payment and Settlement Systems has been promoting better risk management by banks, better ways to settle transactions involving multiple currencies and better domestic payment systems. The Euro-Currency Standing Committee is studying how to reduce the vulnerability of the world financial system in the wake of the Asian crisis. And the Gold and Foreign Exchange Committee oversees world currency markets and is the only source of data on the size and transactions in that huge market.
Of course, the G-10 governors don't have to come to the BIS to have dinner together. In fact, most years when the IMF and World Bank annual meetings are in Washington in September, there is no monthly meeting here, and Greenspan plays host at the Fed.
A BIGGER BOARD
Historically, the BIS has been essentially a European institution with U.S. participation. In July 1994, however, the governors of the central banks of Canada and Japan were added to its board. More recently, nine additional nations outside Europe -- Brazil, Mexico, Russia, China, Hong Kong, Korea, Singapore, India and Saudi Arabia -- became members, bringing the total to 41.
Almost 100 nations had representatives at the BIS annual meeting earlier this month, including central bankers from member nations and from those that do business with the bank. Similarly, at the monthly meetings, there is a well-attended session Monday afternoon on central banking topics, which is open to any central banker.
Rivlin, the Fed vice chairman, says those wider afternoon sessions are valuable. "They are interesting," she said, "and I learn a lot."
During the annual meeting this month, Julian Francis, the governor of the central bank of the Bahamas, said his institution -- like many others from smaller nations -- relies on the BIS for technical assistance in banking supervision, payments and settlements, and banking technology.
The BIS has also helped in training some of his bank's employees. "We find it very useful," Francis said.
As a bank, the BIS has deposits of about $112 billion, some of which is in gold. The funds are invested with commercial banks and in securities, but central bank depositors can withdraw them at any time. Smaller central banks use the BIS both as a convenient way to invest their reserves and to keep secret the way in which the are managing the money. Even the Fed has some reserves on deposit here. Last year the BIS made roughly $500 million on its banking activities.
In some cases, BIS officials take great pains to make sure that orders to pay money out of the accounts of central banks in countries run by corrupt governments are related to the central bank's activities, rather than just the needs of some powerful official moving cash into his own secret account.
All but 16 percent of the BIS shares are owned by its member central banks. The remainder are in private hands, as the result of the United States's failure in 1930 to pay for its shares; they were instead acquired by a group of American banks, which later sold them, mostly to individuals in Europe. Some of the French and Belgian shares went the same way.
Even though the United States was included in the BIS from the beginning, the Fed's two seats on the board weren't filled until four years ago.
Initially the United States objected to the BIS mission of facilitating payment of German reparations. At the peace conference that followed World War I, the United States ha opposed such payments.
At various points between 1930 and 1994, U.S. officials considered taking the board seats but a number of problems arose -- such as the BIS membership of some communist nations in Eastern Europe -- though not Russia, which has never been a member -- and South Africa. With the end of the Cold War and of apartheid in South Africa, those barriers were gone.
GREENSPAN
"The BIS ... is now too valuable to the Federal Reserve in carrying out its statutory responsibilities for the [Fed] not to be a full participant in BIS institutional deliberations," Greenspan told Congress in explaining why the United States was finally joining the BIS board.
TWO BIG ISSUES
For the BIS staff, two big technical issues lie ahead:
The first is how to deal with the advent of the European Central Bank, which will open its doors this week as part of the creation of the Euro to replace the currencies of 11 European countries. The ECB will take over virtually all of the monetary policy responsibilities of the Bank of France, the Bundesbank and their counterparts, though not those of the Bank of England, which is not adopting the Euro immediately. Obviously, the head of the ECB, Willem F. Duisenberg,* former head of the Dutch central bank, will be added to the Sunday dinner list. But what of the others, whose power will have been greatly diminished?
The second issue is whether to keep expanding BIS membership by including such nations as Malaysia, Argentina, Indonesia and Thailand -- and in the process expand the bank's role in developing nations.
Meanwhile, BIS chief Crockett hopes to make this city on the Rhine the center of information, advice and cooperation on international financial supervision. The secretariat of the Basel Committee on Banking Supervision is here, as is the headquarters of the International Association of Insurance Supervisors. Crockett is hoping to persuade the organization of investment bank supervisors, which is located in Montreal, to move as well.
The BIS set up shop in Basel originally in 1930 because it was about a day's train ride for the European central bankers. Now the institution has to decide just how far it will travel from its Swiss home to fulfill it: role as guardian of global finance.

Personally I think that it's time for many to put this: "Think local, and buy global" in reverse. And fast. Especially what the present usury system concerns. And whatever 'economists' say. Where were they, by the way, when we needed them?
As far as I know the US $ slowly crashes, as planned, and the new heist and the one world currency, Amero and/or Eurodollar in gold, the BIS/IMF's 'Special Drawing Rights' etc. is just around the corner.
